In an effort to curb the non-communicable diseases epidemic, many governments globally have introduced food regulatory policies, including nutrition labelling, restrictions on marketing, taxation, and composition. These policies’ intention is to steer industry and consumer behaviour, resulting in an increase in the supply of healthy food products, food environments that enhance and support affordable healthy food options, communities and individuals provided with information regarding healthy diets, and ultimately reduced consumption of unhealthy food products.
There are many factors influencing the design and impact of food policies. A key issue is governance. More specifically, regulatory governance, which this webinar will draw on, and which refers to the ‘institutional context in which policies and regulations are designed and implemented, the relevant actors, as well as the recognition, access and contribution of stakeholders to the process’. In this regard, we can understand that the development and implementation of food policies involves multiple actors, including government, food industry and non-government organizations, each with varying interests and influence. The different actors pursue their interests using a range of discursive and institutional strategies, which ultimately shape the design, intent and effectiveness of the policies.
In this webinar, Dr Yandisa Ngqangashe will present findings from stage one of the Medical Research Future Fund project “Smart and responsive regulation for population nutrition”. Through a narrative synthesis of the international literature on implemented food regulatory policies in the policy domains of food composition, food marketing, nutrition labelling and taxation, the presentation will describe the extent and scope of research focused on regulatory governance across the agenda setting, formulation and implementation stages of these policies. The regulatory governance attributes identified in this literature review will form the basis for analysing causal pathways between regulatory governance and food policy outcomes. The webinar presentation will focus on the interests, ideas and structures that shape the policy agendas; the governance mechanisms of the policy instrument design, and the regulatory scaffolding related to policy implementation.

About the speaker
Dr Yandisa Ngqangashe is a Research Fellow in food regulation and governance in the Menzies Centre for Health Governance in the School of Regulation and Global Governance (RegNet). Her PhD was in social sciences (Communication) focusing on the effects of food media use on adolescents’ food literacy. Her current research focuses on the architectures of regulation and governance of food policies related to the prevention of diet-related non-communicable diseases.
