From terrorism to social cohesion and foreign interference, from cyber security to critical infrastructure, from military matters to diplomacy, economics, and the environment - there seems hardly an issue without a national security dimension. Security remains the first duty of government. But in a connected world, it must involve the private sector and civil society too.
