4.1 Tuition Fees
Domestic Tuition Fees (DTF)
Domestic Tuition Fees are payable by Australian Citizens and Australian Permanent Residents for enrolment in programs which are not Commonwealth supported, i.e. most graduate coursework programs, and for non-award enrolment (except for Commonwealth supported cross-institutional students).
Fees are charged in accordance with your year of admission and on a course per unit basis. This means domestic students may be charged at a different rate to another student for the same course if their admission years are different, regardless whether they are enrolled in the same program.
Domestic Tuition Fees are set each year and the University expects to publish the fees for the following calendar year no later than October of the previous year. You should check each year to see whether there has been a change to the fees for your courses.
Fees are applicable for a calendar year. If you begin a program that goes beyond a calendar year e.g. a three semester – 1.5 year program or Summer Session (January - March) or you study on a part-time basis, you will be charged the rate relevant for the new calendar year.
Students continuing within the same program have fee increases capped at 5% per annum (compounded annually) from their year of admission to the program. If fees are reduced, you will, of course, pay the reduced fee. If you change your program of study, you will pay the fee for the new program that applies in that year, without the 5% cap.

Graduate Coursework Fees
Most graduate coursework programs are designated as Domestic Tuition Fee-paying programs for domestic students. Fees are due by the third Friday of each semester. In Summer, Autumn, Winter and Spring sessions, tuition fees are due 21 days from the date the invoice is issued. Applications for extension of time to pay tuition fees will only be considered if in writing and if the application is submitted before the due date for payment.
Extensions granted may still incur a late fee for late payment.
If you are required to pay Domestic Tuition fees or International Student fees for a program, you are not Commonwealth Supported and you will not be eligible for HECS-HELP.
FEE-HELP
Information is provided in the FEE-HELP Information 2009 booklet available at Student Administration Services.
Only Australian Citizens and holders of permanent humanitarian visas are eligible for FEE-HELP.
FEE-HELP can cover all or part of a student’s tuition fees, up to a lifetime limit. The limit in 2009 is $104,142 for medicine, dentistry, veterinary science students and $83,313 for all other students. This limit is indexed each year.
How to Apply for FEE-HELP
New eligible students or students transferring to a new program must complete a Request for FEE-HELP Assistance by
31 March
for Semester 1 and
31 August
for Semester 2. The request form is available in ISIS and is normally completed at the time of enrolment.
Students applying for FEE-HELP in Summer, Autumn, Winter or Spring sessions must do so by the first Census Date of the first course.
You will also need to provide a Tax File Number (TFN) to the University. You may make a partial payment or defer the full amount.
Students wanting to make a partial payment should email fees.officer@anu.edu.au to make arrangements.
All payments must be made by the due date for payment of tuition fees or late fees will apply. This date is different to the Census Date each semester.
Your Loan Request must be finalised by the Census Date of your first course or you will be liable for payment of the full tuition fee and any late fee immediately. Up front full/partial payment of tuition fees for graduate students does not attract a discount.
Cross Institutional students will need to complete a new FEE HELP form for the courses that they undertake at the ANU.
Those students who have registered for FEE-HELP may only make up front full/partial payments if the Census Date of the course has not yet passed.
Students who make payments via BPAY, after the Census Date of the course, will be refunded this money, as the liability for that class must be deferred to the Australian Tax Office (ATO).
Repayment of the FEE-HELP Loan
Repayment arrangements are similar to those that apply to HECS-HELP. After Census Date, the University will report the loan to the Department of Education, Employment and Workplace Relations (DEEWR). The ATO will treat debts for the loans scheme in a similar manner to HECS-HELP debts. Students will begin repaying their loan when their repayment income reaches the minimum threshold for compulsory repayment. The minimum threshold for 2008/2009 is $41,595.
A Commonwealth Assistance Notice (CAN) will be created after the Census Date. You are able to download the CAN from ISIS. It can be found under the student menu and is called an eCAN. You will be advised by email when this is available. The eCAN will show the following:
- the courses in which you have enrolled
- your HECS-HELP/FEE-HELP liability
- the total EFTSL (student load) and
- your CHESSN
It is your responsibility to ensure that the courses listed are correct. Failure to advise Student Administration Services of any inaccuracies within 14 days of the issue of the Notice may result in significant penalties.
Remission of Debt
Students who withdraw from courses after the relevant course Census Date because of special circumstances will need to put their request for a remission of their debt in writing using the Application for Remission of SLE and Associated Debt form with all appropriate supporting documentation attached. Applications should be submitted to:

Tuition Fees for Non-Award Studies
Tuition fees will be charged where students are enrolled in:
- courses from an award program taken for professional or personal development;
- a graduate qualifying program;
- a course additional to program requirements; or
- a course you have already passed
Tuition fees may not be charged for:
- courses counted towards the award requirements of an undergraduate Commonwealth supported program at another institution (cross-institutional enrolment); or
- a recognised University Exchange Program (incoming students from overseas)
Graduate coursework students from other institutions enrolled at ANU on a non-award basis will be charged Domestic Tuition Fees but may be eligible for a FEE-HELP loan. You should check with Student Administration Services.
Some students from other institutions enrolled in Summer Session courses at ANU will be tuition fee liable, not Commonwealth supported. Please check with the relevant College.
International Student Fee (ISF)
For international students commencing a program at ANU in 2009, the 2009 indicative program fees can be found in the International Students University Programs and Fees Guide.
However, the ISF will be calculated on the basis of the courses in which you are enrolled, not on the indicative program fee. Information about individual course fees is available on the Study@ANU website.

Students on Diplomatic Visas
Some students may be eligible for a discount on their tuition fees if they are holders of diplomatic visas. Please check the Policy: Diplomats' Tuition Fees Concession to see if you are eligible.
Overseas Student Health Cover (OSHC)
Medical insurance for international students is operated by Worldcare Assist and is known as Overseas Student Health Cover (OSHC). Further information about OSHC can be viewed on the Worldcare website.
This fee is itemised separately on your fee invoice and is payable at the same time as your tuition fees if you commenced your current program after 2001. Every international student and their family (if applicable) must have medical and hospital insurance while in Australia. It is a condition of the Student Visa issued by Immigration authorities.
Permanent Residency Requirements
All new students who are holders of an Australian Permanent Residency visa will be required to pay their student contribution amount up front without a discount. You will not be eligible for FEE-HELP if you are enrolled in a graduate award program.
If you are the holder of an Australian permanent humanitarian visa who has not yet met the requirements to become an Australian citizen you may choose your student contribution amount payment option. That is you may pay the student contribution amount up front with a discount or defer the whole amount to the Australian Taxation Office (ATO).
Permanent humanitarian visa holders who would like to request a FEE-HELP or HECS-HELP loan will be required to provide original documentation verifying their status as an Australian permanent humanitarian residence. This needs to be submitted to Student Administration Services.
Refund Policies
Refunds are normally granted for courses dropped before the individual course Census Date. Refunds may be given for courses dropped after the Census Date in exceptional circumstances.
