The Research Training Scheme (RTS), introduced in 2001, provides Commonwealth-funded higher degree by research (HDR) students with an 'entitlement' to exemption from tuition fees for the duration of an accredited HDR course, up to a maximum period of four years' full-time equivalent study for a Doctorate by research and two years' full-time equivalent study for a Masters by research.
Funding under the Commonwealth Government's Research Training Scheme (RTS)
It is expected that all new domestic research students enrolling in a Doctorate or Masters by research at ANU will be granted a RTS entitlement under the Commonwealth Government's Research Training Scheme (RTS). 'Domestic' refers to Australian citizens, permanent residents of Australia and New Zealand citizens.

The following provides a brief overview of the Scheme:

- Students commencing studies in a Masters by research who transfer their studies to a Doctorate prior to the completion of the Masters by research will be limited to a maximum period of four years' RTS funding.

- Students commencing studies in a Doctorate who transfer their studies to a Masters by research will be limited to a maximum period of two years. If the student has already held an entitlement under RTS for more than two years at the time of transfer, he or she will not be entitled to any further Commonwealth funding.

- Where a research student completes a Masters by research and is then admitted to a Doctorate, he or she will be entitled to the maximum period of two years for Masters study and four years for Doctorate study. This applies whether or not there is an interval between the two programs, (if the Masters by Research is completed in less than two years, the PhD maximum entitlements remain set at four years).

- Where a student withdraws from study and then resumes study in the same course or another course at the same level within three years, the student will have the period of any prior research enrolment deducted from the maximum period of RTS. Students who resume study after ceasing research more than three years ago will not have the previous study taken into account. This restriction applies even if the student enrols at a different institution. Students in this category must provide details of prior study.

- Research Training Scheme students may transfer to another institution provided there is a Research Training Scheme place available. The assumption is that a transferring student's research would either be continued or modified to meet the requirements of the new institution. The student's enrolment details and remaining Research Training Scheme entitlement are part of the transfer.
