Welcome to the Research Office's first newsletter for April.

 

There will shortly be some staffing changes in the Office of Sponsored Research.  Ann Goldwater is due to go on maternity leave at the end of next week.  Anne-Marie Hicks-Desvignes will become Acting Director of the Office of Sponsored Research from 14 April.  As a result, there are likely to be some changes in staff responsibilities within OSR, and OSR will advise you of these.

 

While details of the RQF replacement, ERA, are still not known, the ANU is continuing preparatory work including the finalisation of our Research Groups and improving our publication information in ARIES.  In addition, the ABS has released a new Australian and New Zealand Standard Research Classification which replaces the RFCD codes and which will be used for ERA.  Details can be found at http://www.abs.gov.au/AUSSTATS/abs@.nsf/DetailsPage/1297.02008?OpenDocument.  The ORMD has begun work on examining the new classifications and developing a process for using the new classification in ARIES.

Outcomes of 2008 MEC Funding Round

This year saw the implementation of a revised timetable and a new assessment process for ANU major equipment funding.  The timetable was modified to clearly separate the application processes for the ANU Major Equipment and ARC LIEF programs with the two now operating back-to-back.  This has the advantage that the outcomes of one scheme are known before the second commences thereby enabling unsuccessful applicants in one program to revise their application for submission to the second.  The new timetable and interview process worked very well and the 15 minute interviews were adequate to extract additional information and resolve outstanding issues.  It was a bit tough on the committee members but all thought it an efficient and effective way of conducting business. 

Of the 35 MEC applications requesting a combined sum of $4,835,153.19 were funded.  The total financial commitment from 2008 MEC funds was $2,586,000, of which $1,102,000 was for equipment in the Health and Medical Sciences. Unsuccessful applications were encouraged to apply to the forthcoming ARC LIEF scheme, particularly for items costing more than $200,000.

 

LIEF seminar – Tuesday, April 8 from 12.30 to 13.30 at Ross Hohnen Room (Bldg 10)

The ARC Linkage Infrastructure, Equipment and Facilities scheme provides funding for large-scale cooperative initiatives so that expensive infrastructure, equipment and facilities can be shared by researchers in partnered organisations. Researchers interested in applying for the forthcoming round are invited to attend a seminar on how best to prepare their applications. A panel led by the Deputy Vice-Chancellor Professor Lawrence Cram and the Chair of the ANU Major Equipment Committee Professor Rob Elliman will share their views on what makes a successful proposal under the LIEF scheme.

 

ARC Update : Linkage Projects for Funding Commencing in 2009
On the 26 March 2008, Senator Kim Carr announced a number of enhancements to ARC funding schemes, including the promotion of international engagement in collaborative research. A media release is available on the ARC's web site at:

The ARC is currently exploring the opportunity to implement changes to the Linkage Projects scheme to take effect in the current round, including:

1.      Permitting the use of ARC funds for international travel for PIs;

2.      Removing the citizenship/residency requirements for APAI and APAI-IT students; and

3.      Making provision so preference may be given to award APDIs to candidates who have the potential to enhance international collaboration.

Consequently, the ARC is expecting to release an updated version of the Linkage Projects funding rules for funding commencing in 2009 next week (which will incorporate relevant changes), along with the Linkage Projects application form in GAMS and associated documentation. As a result of these late changes to the funding rules, the ARC expects that the closing time for submission of proposals in round 1 will be extended until 5:00pm (AEST) 23 May 2008. We will send a network message confirming when the documents are available. 

The changes will take effect only for future funding rounds as provided for in the governing funding rules for those rounds.

Please Note: CHANGE TO ANU OSR DEADLINE  

2008 Deadline for funding to commence in 2009 :

Round 1 : OSR deadline :  5:00pm Friday 16 May 2008 ( for submission to the ARC by 5:00pm Friday 23 May 2008 ) ;

Round 2 by 5:00pm 14 November 2008 ( for submission to the ARC by 5:00pm Friday  21 November 2008 ). 

Applicants should consult their relevant College Research Office for support, and administrators should direct queries through their usual College Contact. 

Advice concerning the ANU submission procedure will be sent to College Research Offices shortly after release of the new and updated documentation from the ARC; the OSR Linkage Projects website http://www.anu.edu.au/ro/grants/LP.php will also be updated at that time.

 

NHMRC Project Grant ANU Submission - 2008 for 2009

The NHMRC Project Grant deadline was 14 March and ANU submitted 50 applications. ANU has requested a total of $25,247,982 from the NHMRC.  Many thanks to everyone who participated and was involved in this submission round. Congratulations to all applicants for NHMRC Project Grant 09.

The Need for Ethics Approval

It is timely to remind investigators that where research procedures are of a kind requiring approval by the University's Human Research Ethics Committee and possibly outside human research ethics committees, or its Animal Experimentation Ethics Committee, or its Recombinant DNA Monitoring Committee (Biosafety Committee) research must not proceed without such approval.

The Office of Research Integrity continues to pursue methodology by which ethics application is facilitated and review expedited where possible.  The intent is that ANU meets the requirements of good governance without undue imposition on its researchers.

 

In facilitating ethics processes there is also the intent that minimisation of non-compliance occurs.  Failure to obtain appropriate ethics approval represents a breach of the Australian Code for the Responsible Conduct of Research.  If failure to obtain ethics approval is intentional and there are adverse effects on research participants, animals or the environment then failure to obtain ethics clearance amounts to research misconduct.

Explanation:

CAF= Cost Adjustment Factor. This is the effect of inflation on ARC grant funding. The Research Office inputs this information

HERDC = Higher Education Research Data Collection. This is the actual income claimable for the HERDC return. Collaboratively the Resarch Office and Finance & Business Services collect and verify, each year the funding for the previous year ie. In 2005 the HERDC figures for 2004 were calculated.
