The Government now has two major reviews that
affect research and higher education: The Review of the Innovation System
(see http://www.innovation.gov.au/innovationreview/Pages/home.aspx) which
includes an assessment of the
appropriateness, effectiveness and efficiency of the Cooperative Research
Centres (CRC) Program and the Review of Higher Education (http://www.deewr.gov.au/ ). Draft
guidelines are now available for comment for the Higher Education Endowment
Fund which will provide support for
strategically-focused investments in capital expenditure and research
facilities. Details can be found
at http://www.heef.dest.gov.au/ The NHMRC
2009 project grant round has now closed.
I wish to express my appreciation to all College research managers
involved in submitting those applications. Don't
forget to encourage indigenous researchers in your College to apply for the ARC Discovery Indigenous Researchers Development
(DIRD) Scheme. The Scheme funds indigenous researches to
undertake research in any fields and the ANU has in the past had success in
areas ranging from fine arts through to health research. Besides covering project funds, the Scheme
also covers salaries for Indigenous Researcher
Fellows. |

Group
of Eight Future Research Leaders Program (FRLP) The FRLP is about to
rolled out across the Group of Eight universities. The program is targeted
towards early to mid-career researchers who are working towards leadership. There is no cost
involved. Any ANU staff member is eligible to participate. Information regarding
the FRLP at the ANU can be accessed here. To confirm interest

Research
Exempt from Human Research Ethics Review It is timely
to send a reminder that the 2007 National Statement on Ethical Conduct in
Human Research identified research that can be exempted from ethical
review. It states that institutions
may choose to exempt from ethical review research that: (a) involves
the use of existing collections of data or records that contain only
non-identifiable data about human beings, AND (b) is negligible
risk research. Negligible risk
research describes research in which there is no foreseeable risk of harm or
discomfort, and any foreseeable risk is no more than inconvenience. In line with
the National Statement the ANU HREC has made the decision that research that
involves both (a) and (b) shall be exempt from review. Draft
Policy: Responsible Practice of Research A draft
revised policy, Responsible Practice of Research, has recently been
circulated to College Deans, Directors and Chairs of College Research
Committees following discussion in the Research Committee During
discussion at that meeting it has become clear that there are a couple of
issues are of particular interest, and response on them would be particularly
helpful. (1) Order of
authorship: Many different ways of determining order of authorship exist
across disciplines and research groups.
While the significance of a particular order may be understood in a
given setting, order of authorship has no generally agreed meaning. It is not
possible to interpret from order of authorship the respective contributions
of each author. (2) Peer
review prior to public comment: There has been considerable discussion about
the requirement in the draft (taken from the Code) to seek peer review prior
to publicly reporting a research finding. This is de rigueur in the sciences,
but appears to not be a normal practice in the social sciences. Your views on
this discipline-specific practice would be welcome, as would any other
examples of discipline-specific practice that departs significantly from the
Code. It would be
appreciated if comment could be passed through College Deans, Directors, and
Chairs of College Research Committees to the Office of Research Integrity by

Innovation ANU Update Thanks
to everyone who participated in Wednesday night's opening of Innovation ANU.
There was a good mix of undergraduate and postgraduate students, academic and
general staff who participated in a lively discussion with Hamish Hawthorn,
CEO of ATP Innovations and the presenter our first session: Commercialisation
101. We hope to see everyone continue through the next six weeks of
seminars, and through to submission of a commercialisation strategy or
business plan. Anyone
who did not come along, but is still interested in picking up next week is
