Submission Requirements for PCE and HCA Trial

The following information is summarised from the ERA Submission Guidelines for PCE and HCA, which provide substantial additional information on all the topics described below.

The main components of an ERA submission include:

 

Background Statements

  • Institutions may provide a succinct written Background Statement which outlines relevant contextual information about the research performance and development of the disciplines under consideration.
  • A Background Statement enables institutions to provide appropriate context for the indicators and to identity any factors the institutions feels the ERA Research Evaluation Committee should be made aware of to enable an informed evolution.
  • Background Statements should only be provided at the two-digit FoR level.

Eligible Researcher Data

  • For institutions to submit information on a research output, the output must have one or more eligible researcher(s) listed as an author within (e.g. in the byline) or on that output.
  • To be eligible researchers must:
    • Be affiliated with the institution on the staff census date. (For the PCE and HCA trial this date was 31 March 2008);
    • Be a Member of Staff or Affiliate as defined in the ERA Submission Guidelines for PCE and HCA. This can include full-time, part-time, casual, visiting, exchange, seconded and unpaid staff.

Data on Research Outputs

  • For institution to submit information on a research output, the research output must meet all of the following criteria:
    • Meet the definition of research;
    • Have been published or brought to the public domain within the research reference outputs period;
    • Have one or more eligible researchers listed as an author of the research output; and
    • Be an eligible research output type.
  • The definition of research for the ERA Initiative is as follows:
    • “…research is defined as the creation of new knowledge and/or the use of existing knowledge in a new and creative way so as to generate new concepts, methodologies and understandings.  This could include new synthesis and analysis of pervious research to the extent that it is new and creative.”
  • The research reference output period for the PCE and HCA Trial is from 1 January 2002 to 31 December 2007.
  • For the PCE and HCE Trial; the eligible research output types included:
    • Books – Authored Research;
    • Book Chapters – Chapters in Research Book;
    • Journal Articles – Refereed, Scholarly Journal;
    • Conference Publications – Full Paper Refereed; and
    • Original Creative works.

Data on Research Income

  • ERA uses research income to produce both measures of research activity and quality.  Institutions are required to submit information on all research income falling within eligible income category types.
  • In order for research income to be submitted it must:
    • Be an eligible income category type; and
    • Meet the research income reference period requirements.
  • Eligible income category types for ERA are collected in alignment with the HERDC categories and include;
    • Australian Competitive Grants;
    • Other Public Sector Research Income;
    • Industry and Other Research Income;
      • Australian;
      • International A (Competitive, Peer-Reviewed Research Grant Income);
      • International B (Other Income); and
    • Cooperative Research Centre Research Income.
  • The research income reference period for the PCE and HCA Trial is from 1 January 2005 to 31 December 2007.

Data on Applied Measures

  • Institutions may submit information against a range of applied measures.
  • For the PCE and HCA Trial these measures comprised:
    • Patents;
    • Registered Designs; and
    • Research Commercialisation Income.
  • The applied measures reference period for the PCE and HCA Trial is from 1 January 2005 to 31 December 2007.
