A recent relevant document contains only the following, regarding
changing business requirements:
25.4 CHANGES TO SCOPE
25.4.1 ADDITIONAL SERVICES
The Tenderer must confirm that it will provide any additional IT&T
services requested by the ATO from time to time as set out in clause
10.1 of the Services Agreement.
25.4.2 NO EXCLUSIVITY
The Tenderer must confirm that the Commonwealth will have the right,
at any time during the Term, to perform itself or retain third
parties to perform any IT or telecommunications services, including
any of the Services, as set out in clause 7.8 of the Services
Agreement.
60. ADJUSTMENTS TO SERVICE CHARGES
60.1 ADJUSTMENT OF CHARGES FOR PERMANENT CHANGES IN REQUIREMENTS
60.1.1 If a particular event or circumstance occurs during the Term
that is not currently anticipated by the ATO and that:
(a) results in a change in the scope, nature or volume of Services
required; and
(b) is expected to cause the annual volume of billable resource
usage in any resource category to fall below the applicable Resource
Baseline for the foreseeable future; then the ATO expects that the
Tenderer will reduce its relevant Service Charges as follows:
(a) the Parties will target resources and associated costs
(including appropriate allocations of overhead, other
indirect costs, and profit) that the Tenderer can
reasonably be expected to eliminate or reduce as a
result of the reduction in the ATO's planned consumption
of Services, and a timetable for the achievement of
such cost reductions; and
(b) the Tenderer will proceed diligently to reduce or
eliminate the targeted resources in accordance with
the timetable and, as they are reduced or eliminated,
reduce its Service Charges so as to fully pass on the
associated cost reduction to the ATO.
60.1.2 The Tenderer must confirm its agreement with the above
arrangements.

The RFT is for a single, point solution that might change in scale,
not scope.
I can find no mechanism for, no requirement for and no consideration
of, any support for restructuring of the department or its
components.
The area that is likely to be impacted most, eg people, does not
addresss this issue.
In fact the whole HR requirements section takes up 729 words out of
46,564 ie 1.5% of the whole RFT document. The schedules take up far
more than the RFT.
