Public Sector Shuffling

What with all this shuffling about in the Federal Public Sector and
the problems it is causing with pay and conditions, I just thought I
would raise the issue of IT outsourcing - again.

Before they really got into it, it was pointed out to the government
that clustering and IT outsourcing could hinder the easy
re-arrangement of departments and agencies.

It looks as though a few of these problems have started to occur,
even though only a few agencies have been outsourced.

For example, OGIT was part of DoFA and its outsourced arrangements.
Now that OGIT has been moved to DCITA (a rather strange move,
considering that OGIT's mission has little to do with the IT
industry and more to do with whole of government issues - a DoFA
responsibility) I wonder what the new IT arrangements will be.

Similarly, Veterans Affairs has been combined with (at the portfolio
level) with Defence. Does that mean that Defence will be able to
piggyback (or elephant-back as someone pointed out) on the Defence
Contract - Now there's a silly thought.

What impact this may all have on the Group 5 (closed but not
announced), ATO (which closes Friday) and Health Cluster (due
November) RFTs is anybody's guess.

It's a pity we don't seem to be making much progress. Lots of
action, little progress.
