The source of my cynicism is with Telstra's desire to deactivate PAPL -
the big T is arguing to remove the infrastructure that xDSL relies on,
and then this pops up ... if this was prompted by Telstra, is it because
they want to ensure that nothing dangerous is attached to their PAPL
lines, or are they seeking to eliminate the hardware from which ISPs
desire PAPLs to remain, or is it some big-brotherish abuse of process
designed to wear down their opponents in a war of attrition where only
the big survive?

All of which are guesses and sophistry. It may be entirely innocent ;-)
