I've been working on a project that allows the public to generate their own
polls surveys and elections. There are two types of polls you can run,
public and private.

Public polls allow the anyone to join in and vote with the results being
available to all.

Private polls allow the person setting them up to choose a list of email
addresses to be sent a ballot. The results of private polls are protected
via a password.

Voting is limited to one per email address.
