It's a very confusing report because it is in reverse
chronological order.

I don't understand Harradine's current role; my
understanding is that he will not hold the balance of power
in the next Senate.

But this seems at odds with the quote from the Federal A-G's
source claiming that delay strengthed Harradine's position.
I wonder if that quote dates from before the election?

The report is also unclear if unclassifable material
unknowingly placed on an ISP's server is an offense. Yet
this is the nub of the issue.

Perhaps someone could give the reporter a call?
