This is IT: the Howard team strategy

The Howard Government is considering the creation of an information
technology super-department as it prepares for an extensive revamp
of the federal ministry and Cabinet changes. The IT
super-department, one option under consideration in a review of the
administration of information technology, would see greater
rationalisation of IT functions now spread throughout a number of
different government departments.

The Prime Minister, Mr John Howard, is also believed to be looking
at increasing resources directed towards the Government's
centrepiece tax reform - including a possible new front-bench role -
to both assist with its passage through the Senate and in its
implementation.

The new ministry is expected to be announced late this week or early
next week following finalisation of remaining doubtful seats and
planned mid-week meetings of the Coalition parties.

One option is to bring together the information technology areas of
a number of departments into one IT super-department to better
reflect the ministerial responsibility for the information economy,
which now resides with the Minister for Communications and the Arts,
Senator Richard Alston.

I'm a bit confused. If Mr Howard believes he has a mandate for tax
reform, does that not also mean that he is morally bound to keep ALL
his pre-election promises?
