A few reasons why people think DNS is important:
1) domain names are a key element of branding for a
online business
2) dispute resolution - policies and mechanisms.
Witness the efforts WIPO is making in the area.
3) DNS raises issues that will need to be solved anyway -
a requirement for legal certainty, competitive principles etc
and a light-touch regulatory framework.

On .au vs. the IANA evolution:
1) authority for .au derives from the IANA,
which until 30 Sep was an entity funded by the US
dept of Commerce. It's important to .au that the
root be stable and that the legal chain of authority
be on a firm foundation.
2) the international regime is very likely to influence
the australian scene.
3) whatever the percentage of oz-domiciled registrants
setting up under .au vs. the gTLDs, the situation could
change very quickly because the penetration of names is
still quite low and the growth curve is still steep.
