A short version is yes. The NOIE home page contains some details (under
NOIE activities I think) but the comments on the third, fourth and fifth
IANA iterations were done on a fairly short turnaround time, and so were
done through targeted consultations rather than a public process. Anyone
with an interest can contact me (when I am back from leave).
As for the second part of the question, others may care to contribute.
Paul Twomey is on the record as indicating that the reason NOIE is taking
this gTLD reform process so seriously is that it may well prove to be a
model for other aspects of the Internet.
