Input on this issue has been taking place intensively since June.
There were several Internation Forum on the White Paper meetings
around the world, including one for the Asia-Pacific region in
Singapore in August, that was attended by NOIE and a number of
Australian representatives of Internet groups.
I don't know if it's a de facto example of a new form of global
governance. It's certainly brought together a world-wide range of
interests who have been forced to reach painful compromise in order
for the new body to come into existence. It's still got a massive
amount of work to do. See:

proposed interim board members is Greg Crew, chair of the Australian
Communications Industry Forum.
