The cable modem 'philanthropy' from the cable tv industry is an extension
of their practice in some areas, at least, to provide free cable TV
installation and program access to schools. We were also given a channel
to program for education ourselves, one to governments, and one for public
access, including low cost or no cost access to studio facilities. The
same industry group sponsored a national office called 'Cable In the
Classroom' that provided information for teachers on how they could use
the programs on some of the special channels like Discovery and Arts.
Super stuff.

I wonder what could be done with the $3billion Telstra 'dividend' in a
country with only 18.7 million people?
