There's a little more information in the ALP Justice Policy. It seems to
be codes of practice with legislative backup.

Privacy
Labor will extend the operation of the Privacy Act 1988 to the private sector
based on the National Principles for the Fair Handling of Information.
Labor will also provide additional assistance to the Privacy Commissioner to
work with business to develop codes of practice, to encourage compliance and,
where necessary, to enforce the Act.
John Howard betrayed the right of Australians to privacy when he broke his
promise to extend the Privacy Act to the private sector. His claim that
these laws
will be an onerous burden on small business is simply not true. Price
Waterhouse
has estimated that 75 percent of companies will only require minor computer or
administrative changes.
This policy will not only help protect the privacy of ordinary Australians.
It will
also help our informational technology and data management industries compete
for work in the European Union. This will help ensure that Australia remains a
world leader in these rapidly growing industries, sustaining and creating
jobs and
investment that will be vital to Australia in the 21st Century.
