The Standard is not Win9x or MacOS. Its not IE or Netscape it should be
particular version of HTML. Thene it *should* work with anything.

Using features specific to any browser no matter how clever is a breach of
standards.

Currently I write in html3.2 - although I must admit that I don't always
check that the editor hasn't introduced some funnies.
