Actually, I tend to agree with a large part of your posting. My
original comment was more to do with the structure of the peak body.
I think the government sees this as an entity (relatively)
independent of government but with government participation. Your
comment of 'government approval (tacit or otherwise)' may be a key
one - it will be interesting to see to what level the government's
involvement / approval is implicit or explicit.
