I respond:

Since this government seems to be prone to outsource things after being
put in place, I wonder if it would be wise to put in legislation somewhere
governing this that at no time will this function be operated outside of a
govenrment agency. That way there is some certainty that a private
company woudn't have access to the information. Or have I missed the
point on this? [cipher managerment is not my strong suit! ;-)]
