My understanding was that both Telstra and Optus have approached
ACTEW to let them put fibre on it's poles. It's answer has been it
will put in the fibre and lease it back to them.
Someone was smart enough to see that rather than allow duplication of
a service it could make money from providing the service.

If true, this is *exactly* the right model. So has this meant that neither
has taken up the lease offer?
