Privacy advocates and security officials met in France for the
23rd International Conference of Data Protection Commissioners
and offered sentiments both for and against the increased use of
surveillance technologies. French President Jacques Chirac said
that an international legal framework for the Internet must be
finished soon in order to stamp out cybercriminals. However,
privacy advocates warned attendees against using legislative
action as an emotional response to the Sept. 11 attacks in
America. At the other extreme, Robert Lack, a security official
for the British district of Newham, said that his municipality's
use of closed-circuit TV and facial recognition technology helped
drive down the crime rate by 35 percent in the years following
their implementation. He said the district's use of the technology
was approved by popular mandate in the city.
