Welcome to the Internet Assistance Program self-help website, a jointly
funded initiative between
the Commonwealth Government and Telstra.
A recent Commonwealth Government Inquiry found that a small, but
significant number of customers,
particularly in rural and remote areas, are either unable to access the
Internet or experience slow
Internet speeds. This initiative is in response to this Telecommunications
Service Inquiry into the
telecommunications needs of rural and regional Australia.
This $50m Internet Assistance Program will address these issues by
providing access to a range of
help services to solve Internet problems and assist customers who have
fixed line access with
Telstra to achieve an effective data speed (ie the minimum equivalent
throughput speed) of at least
19.2 kilobits per second, no matter where they live or carry out their
business within Australia.
Separate arrangements may apply in the outer extended zones of remote
Australia.
This program will involve significant cooperation between the Commonwealth
Government, Telstra,
other service providers, users, and third parties. An independent advisory
panel has been
established by the Government to make sure that the program maximises
benefits to consumers, and
operates in an impartial and competitively neutral manner.
The Internet Assistance Program is currently being trialed in the
Townsville and Toowoomba areas of
Australia. The elements of the program, including the Self Help Website,
will undergo evaluation and
modification by an independent advisory panel which has been established to
ensure that the Program
is user friendly and is conducted in a competitively neutral manner.
