well, i'm not a lawyer or an expert on the regulations but i think the
phrase "in-building" answers your question.

my guess is that it's part of their internal LAN and therefore doesn't
need a license.

if you want legal advice on this, see a lawyer (preferably one with
experience in telecommunications issues). opinions on legal issues from
random strangers on the net are basically worthless (if you're lucky)
