The issue I raised is relevant to supposedly virtual or actual private
networks, which would probably not be quite so private wrt to the telco.

eg if you were a federal government department and Optus/SingTel were
providing telecomms services, would you want to trust the provider not to
read your traffic? The only thing preventing them snooping would be the
contract.

IMHO, the naivety of politicians and lawyers in believing that a contract
is sufficient protection in cases where bad or even illegal behaviour is
not open to scrutiny is quite amazing.
