Paul was educated at Broadmeadows High School and LaTrobe University. He taught at LaTrobe and Deakin Universities and the Council for Adult Education in Victoria before coming to the ANU in 1998.

He was convenor of Graduate Studies in History at the ANU between 2002 and 2006. He is a member of the College of Arts and Social Sciences Education Committee.

His teaching interests are very broad: from British and Irish political movements and Australian social, political and cultural history to urban history, public memory, re-enactment, commemoration and biography.

Since 2001 Paul has been joint program coordinator and a presenter at the annual ANU Summer Schools for teachers of history, civics and law involving teachers from all over Australia in curriculum development and research led teaching. In 2007 he headed the successful consortium bid for significant Commonwealth funding to run a Summer School for Teachers of Australian History (See program).

He is Head of the HRC Biography Institute.

Before coming to Canberra Paul was involved in the management of training organisations, including Mature Action SkillShare and Plenty Valley Skills Centre, and he worked as historical consultant for projects under the LEAP program and the Australia Remembers 1945-1995 campaign.

Paul was Chair of the Board of Melba High School, 2005-7.
