Tim Rowse's book Indigenous Futures: Choice and Development for Aboriginal and Islander Australia, published by UNSW Press, was launched on 26 September 2002 by The Hon. Hal Wootten AC QC, Royal Commissioner into Aboriginal Deaths in Custody (1988-91). Indigenous Futures synthesises ten years of CAEPR research. In the book launch address reproduced below, Hal Wootten discusses the book and addresses some of its central themes.

The Indigenous population of Cape York Peninsula, 2001-2016

Abstract:

Recent projections made by the Australian Bureau Statistics (ABS) of Indigenous populations resident in various regions of north Australia included a set of estimates for Cape York Peninsula. These were found to be substantially at odds with the results for adjacent regions such as the West Arnhem and Gulf regions of the Northern Territory. The Cape York projections produced population growth rates that were substantially lower than those recorded for other regions, with projected numbers in certain age groups actually declining over the forecast period to 2016.

Abstract:

This paper explores the federal government's continued development of its Indigenous Employment Policy (IEP) with the launch of additional Indigenous-specific welfare reform initiatives flagged in the May 2001 Budget. One of these new initiatives focuses in particular on 'urban' Community Development Employment Projects (CDEP) schemes and policy initiatives aimed at encouraging them to take on the additional role of Indigenous Employment Centres (IECs).

This paper begins with a historical analysis of both the rhetoric and the institutions of Australian Indigenous affairs since self-determination was first adopted as Commonwealth government policy in late 1972. It then moves on to conceive of these institutional developments, following Rowse, as the emergence of an Indigenous organisational sector.


Population futures in the Australian desert, 2001-2016

Abstract:

A proposal to establish a Desert Knowledge Cooperative Research Centre (CRC), focused on Alice Springs, has recently been submitted. Fundamental to any such proposal is an understanding of population dynamics in the desert region, because demographic information provides for assessment of the quantum of need in social and economic policy, and for assessment of the impact of that quantum in environmental policy. Ultimately, what is sought is a predictive capacity for planning and evaluation.
