Educational 'failure' and educational 'success' in an Aboriginal community

Abstract:

This paper is an exploration of the interaction of Aboriginal people with the Western system of education in the remote community of Maningrida in north-central Arnhem Land. Maningrida Community Education Centre is a government facility comprising the hub school in Maningrida and 13 homeland centre schools. In August 1997 it employed over 60 staff.

This Discussion Paper aims to outline some of the key issues surrounding alcohol availability and consumption in remote Aboriginal communities, focusing on those in Cape York. The legislative and policy background to the contemporary alcohol situation is outlined. The availability of the initial labour force estimates for the 1996 Census allows us to take stock of the long-run changes in the Australian workforce. For the Aboriginal and Torres Strait Islander population, the census estimates represent the only reliable yardstick for progress, or lack of progress, in improving employment outcomes. The Aboriginal and Torres Strait Islander Commission (ATSIC) currently funds a total of 25 Native Title Representative Bodies (NTRBs) nation wide. These bodies are the primary means of delivering services to Indigenous claimants seeking determinations of native title rights. The Indigenous Land Corporation (ILC) is a relatively new Commonwealth statutory authority. Abstract:

Indigenous education policy in Australia today has evolved alongside an awareness of the need to improve Indigenous educational outcomes in order to secure the future prospects of the Indigenous population. This paper provides a summary and overview of Indigenous people within the education system. A cohort analysis of changes in educational participation and the level and type of educational qualification over the last three censuses for the Indigenous and non-Indigenous populations provides a basis for considering ways to improve educational and other Indigenous economic outcomes.
