Redfern works: The policy and community challenges of an urban CDEP scheme

Abstract:
This paper describes the organisation of work in the Redfern Community Development Employment Project (CDEP) scheme and considers the policy and community issues that are being raised. Two broad perspectives are posed of CDEP employment as 'welfare work' and as 'culture work'. This analytical device serves as the basis for examining the wider socioeconomic circumstances of such urban schemes. The paper uses 1991 Census data to analyse the key characteristics of the Redfern urban labour force.

Over the past two decades a rapidly expanding body of policy research has emerged related to the place of Indigenous Australians in the wider economy. Traditionally, the policy focus of much of that research has been on formal supply-side and demand-side issues, while the microscopic, cultural experience of Indigenous Australians has tended to be overlooked.

A central issue facing policy makers is how to meet principles of equity and social justice in access to economic benefits for Australia’s diverse regional, ethnic and Indigenous populations, while at the same time ensuring broad national goals of economic development are met. This issue is particularly complex in the case of Aboriginal people.

Abstract:
Noel Pearson's 'An Optimist's Vision' sees becoming a Republic as a major opportunity for Australia to move away from its colonial, mono-cultural past. The paper conceives of three population movements in Australian history which raise issues for this process: the original Indigenous occupation; the colonial occupation; and the new post-war movement of immigrants to Australia from diverse backgrounds. The paper examines these movements in relation to the past, the present and the future.

The call for the session arose from a workshop held early in 1995 in Canberra at the Australian Institute of Aboriginal and Torres Strait Islander Studies to discuss aspects of anthropological practice under the Native Title Act 1993.
