Indigenous Population Change—Working
Paper 43
'Locations of Indigenous Population Change: What Can We Say?' by J. Taylor and N. Biddle. The ABS 2006 Post Enumeration Survey confirmed a census net undercount in remote Indigenous settlements. The analytical and policy issues that arise from this revolve around a simple question: how can we be sure that we are measuring the same population over time? This paper seeks to provide an answer to this question by modelling the contribution of net migration to small area population change. It also seeks to address the concerns of population analysts by using a non-jurisdictional typology of Indigenous settlement reflective of different residential arrangements. This is the inaugural paper in what will become a series of CAEPR Working Papers co-badged with the Ministerial Council for Aboriginal and Torres Strait Islander Affairs.

Indigenous Freshwater Rights—Working
Paper 42
'Indigenous legal rights to freshwater: Australia in the international context' by M. Durette. The paper undertakes a comparative overview of the law as it pertains to Indigenous rights in freshwater in four countries: the United States, Canada, New Zealand, and Australia. It is organised around four themes of particular concern to contemporary Indigenous Australians: ownership of water, water rights, commercial rights, and management rights. To date, the law, especially in Australia, has been relatively silent as to the water rights of Indigenous people. It is useful then to undertake a comparison of the legal developments overseas as a means of gaining insight into how Indigenous Australians might protect their legal interests in freshwater.

Indigenous Housing Tenure in Remote Areas: Directions and Constraints, by Will Sanders. This paper explores directions and constraints in remote area housing tenure through census statistics and a regional case study. It argues that land title is not the key impediment to, or constraint on, home ownership in remote Aboriginal communities, but rather that the key constraint is the economic status of the residents of such communities. CAEPR Topical Issue: Conspicuous Compassion and Wicked
Problems
A ‘wicked problem’ is a term used in the planning literature to characterise
a complex multi-dimensional problem. This article argues that Indigenous
child abuse is one such problem. Whatever the merits of the recent federal
intervention into Northern Territory Indigenous communities, it is unlikely
to succeed without both long-term bipartisan commitment of substantial
resources and a meaningful process of consultation with Indigenous peoples.
If we are to learn from what policies worked (and what did not work), then
it is particularly important that a transparent evaluation framework be

Coercive Reconciliation: Stabilise, normalise, exit Aboriginal Australia is edited by Jon Altman (Director CAEPR) and Melinda Hinkson (Antropology ANU), and published by Arena Publications. In the wake of the release of Anderson/Wild Little Children Are Sacred report, the Howard government has declared a national emergency and mobilised a coalition of police, army and others in what they suggest will be the ‘first phase’ of a program to tackle child sexual abuse in remote Aboriginal Australia. Using both the language and strategic force of a military campaign,
the Minister for Indigenous Affairs has described his government’s new approach towards
Aboriginal communities in the terms: ‘stabilise, normalise, exit’.
This book is an urgent critical response
to the government’s actions. A wide range of authors contextualise the crisis facing remote
Aboriginal communities and the government’s most recent response in light of the history of and
wider policy towards Aboriginal Australia. The book considers how the rhetoric of emergency
excludes such questions as whether the government itself is complicit in the state of remote
Aboriginal communities; how the approach to tackling child sexual abuse dovetails with the
government’s broader goals in Indigenous affairs; the long-term effects of the government’s
actions; and alternative responses to the Anderson/Wild report.

the world’s richest countries, many of its Indigenous peoples
live in poverty. This paper seeks to elucidate some avenues for
addressing poverty in remote Indigenous Australia via appropriate
pro-poor growth strategies. It engages robustly with the dominant
Indigenous policy approach that promulgates a view that Indigenous
economic development can only be achieved via mainstreaming, and
presents an alternative livelihoods approach. (First published

ICGP Occasional Paper: From COAG to Coercion
Using examples from West Arnhem Land, Mutitjulu and the broader
research findings of the Indigenous Community Governance Project
(ICGP), Diane Smith argues that collaboration rather than coercion
is the most effective policy instrument in Indigenous Affairs,
and the only one that will lead to sustainable outcomes. Strong
Indigenous self-governance lies at the very heart of positive
development outcomes. Governments urgently need to provide some
real 'whole-of-government' policy implementation that
integrates program guidelines and funding, and actively promotes
Indigenous governance capacity and authority. This needs to be
built into any new 'interventions' right from the start, not as
an afterthought.

School of Government (ANZSOG) conference, Governing Through
Collaboration: Managing Better Through Others, 28–29 June,

Media Release: Indigenous Governance Can
Succeed: Study
Indigenous communities can be successful in establishing good
governance according to a landmark study of what works and what
doesn't in 11 Indigenous communities across the nation. The Indigenous
Community Governance Project (ICGP) found that this success is
achieved despite the complex inter-cultural environment in which
these communities operate. In particular, the study shows that
the way governments function affects Indigenous capacities to

Further Key Insights from the Indigenous
Community Governance Project, 2006
This paper, from the ARC Linkage Indigenous Community Governance
Project, summarises the key insights that emerged from the second
year of field-based research in 2006. The paper draws on the comparative
analysis of findings from over a dozen different case studies
of Indigenous governance around Australia, in both rural, remote
and urban settings. The full research findings will be published
in the forthcoming CAEPR Working Paper No. 36 [13 March
