Commissioning Research

The Australian Primary Health Care Research Institute (APHCRI) has been established to develop a novel and unique place within the research community of Australia based on its mission and goals and not to compete with or duplicate existing research activities. APHCRI's research program is priority-driven, and not investigator-led. APHCRI's research commissioning processes are designed to be fair and open to everyone and on equal terms.

Detailed below is the usual process in which funding is provided.

Submission process

  • APHCRI determines research priorities and questions, and then calls for applications from potential spokes to address these priorities and questions.
  • Notices inviting responses to specific priority areas/questions are placed in the national press, on the APHCRI website, and circulated electronically to stakeholders on APHCRI's database.
  • Information Workshops (priority specific) for potential spokes are held to elaborate the specific focus of the priorities/questions.

Assessment

  • Initial assessment by the Research Advisory Board (RAB) and nomination of members to the Expert Review Committee (ERC).
  • Assessment by the ERC against the stated selection criteria contained in the 'invitation to respond'. Additional external assessment might also be sought by the ERC.
  • ERC provides recommendations to the RAB on the distribution of funds in its assessments of proposals for funding.

The Research Advisory Board makes decisions regarding the allocation of funds to the Institute's research programs. With respect to these decisions, the Board reserves the right to:

  • reject all, or any applications/expressions of interest/full proposals for research funding
  • readvertise for applications/expressions of interest/full proposals for research funding
  • withdraw the call for participation in a research program at any time
  • enter into further negotiations concerning any applications/expressions of interest/full proposals for research funding with any applicant or organisation as it sees fit.

Appeals

Appeals will only be considered against process issues and not against Research Advisory Board or Expert Review Committee decisions, ratings and comments.

Management

  • Contractual arrangements identifying milestones and key deliverables with APHCRI will be established with each successful spoke.
  • A Chief Investigator and Administering Institution for each proposal will be identified.
  • Projects may establish their own "Management Committees" to ensure that appropriate stakeholders are engaged.

Administering Institution

A single administering institution must be identified for each spoke. Institutions administering APHCRI spokes are either required to be NHMRC-registered institutions or, in the case of organisations not registered with the NHMRC, must 'self-assess' according to the NHMRC criteria and submit their assessment to the Research Advisory Board for consideration.
